Rti for surrender of st reg no.

Hi... to all

I just fed up with service tax department, I have filed service tax reg. surrender request on Dec/2012 with service tax deparment after that i have not received any communication from there side. after 2 years in 2014 again they have send me a notice to submit all the document as per trade notice no. 18/2013-ST dated 19-12-2013 to surrender service tax reg no.

I have followed all the procedure as stated in Trade notice above and resubmited my application for surrender on June 2014.

after that i have visited the department five-seven times they gives me reasons which are meaning less.

so i m thinking to file RTI for my surrender request can any one help me on this.

Please suggest give me format for RTI & to which authority i have to submit RTI.

You can also suggest me some other way to get my work done from this stupid Service tax Department
