ROC Form 8 / 11 LLP not filed for 2020

Is there a way to avoid the late fees and still initiate the strike off procedure ?

Also, anyone aware if another amnesty scheme is in the pipeline?

so we have to comply legal compliances then go into closure process

No there is no such way
There is no way to ignore late fees
It will be illegal
Better to file as early as possible, otherwise addl fee will go on increasing on daily basis. for completed FY, file audited b/s and for further odd period u hv to file statement of affairs duly certified by practicing ca and make sure there should not be any bank account or cash balance or assets existing in S/A.
