Can anyone please tell me what is the consequence of non filing of form 66 (compliance certificate) with ROC ?
Any penalty for late filing of Form 23AC with ROC ??

It will be considered as default of Annual Filing. Also you cannot file form 23AC for that year.

The company has filed Form 23AC though it has not filed form 66.

Form 23AC requires SRN of form 66, if form 23AC has been filed the company must have filed it mentioning Z99999999 which is wrong.

You must have filed Form 23AC by entering inappropriate SRN for Form 66. Filing of Form 66 should preceed Form 23AC..

Late filing fees for any documents as per companies act 2013 is as follows:
0-30 days Normal Fees (i.e. 300, 400, 500, 600 as per capital criteria)
31-60 days Normal Fees(NF)+Additional Fees i.e. 2*N.F.
61-90 days Normal Fees(NF)+Additional Fees i.e. 4*N.F.
91-120 days Normal Fees(NF)+Additional Fees i.e. 6*N.F.
121-210 days Normal Fees(NF)+Additional Fees i.e. 10*N.F.
211-300 days Normal Fees(NF)+Additional Fees i.e. 12*N.F.
