RNOR is applicable
But bro morethan 15 L condition is not satisfied
Non resident
RNOR even if his Income is less than 15 L. as he resides in India more than 182 days during p.y.
He resides less than 182 days during previous year 2019-20. he came to India in November means he stayed for less than 182 days hence he is non resident.

I think everyone confusing by seeing 200 days in question. he came for 200 days. he did not stay 200 days during the previous year.

from Nov 2019 to mar 2020. it is less than 182 days during the previous year.
Yes He is Non Resident
