Can a right issue of shares be made to Mr. A (shareholder) at Rs. 15 and to the remaining shareholders at Rs. 10 under the same issue?

No, kindly refer chapter 3, section 23 of companies act 2013 .
Thank you. But I couldn't seem to find anything relevant in the Act. If such an issue has been made, how do we undo it?
