reviving a PVT ltd co

Hi

I have a question regarding a defunct co .The co (pvt ltd ) was formed in year 99.The return to ROC was filed for 2 years stating that no activities were carried out.Then onwards nothing happened.Now the client wants to start the operation ? what is the process or penalties ?

Submit the annual returs of earlier years with penalty.
