reverse charge on gta

there is a bill from GTA on which it is mentioned that they have not avail any ITC in respect of input goods used by them on transportation...

is it required to pay reverse charge on that bill ( bill value 31200) and the bill received before Oct. 17

Yes.... Exactly payable GST under RCM basis.

yes you have to pay 5% on your bill amount and have to pay tax on RCM basis and claim in same month

if I got the same bill in November then who is responsible to pay tax as the GTA is not registered under GST

The same way the Recipient of Services is payable tax under RCM basis...

GTA related RCM is under section 9(3). The section related activities is RCM applicable from 1st July to onwards. No more changes...

Only suspended under section 9(4) of GST related activities only from 13th October to 31st March...

Yes... You can avail the benefit of ITC for Paid under RCM basis...
