if I made purchase from an unregistered dealer ..I'm I liable for any reverse charge ??

No you are not liable as RCM is put on hold till 30th June 2018
yes if we buy any goods or services from unregistered person we have to pay gst on reverse charge mechanism as per section 9(4)
