Sec 9(3) related rcm applicable from 1st July-17... Sec 9(4) read rcm applicable from 1st July-17 to 12th October-17. From 13th October the said rcm not applicable...
In current scenario some of the notified supplies atract rcm eg: security services and developers related activities.

Section 9(4) of the CGST Act 2017 was amended vide CGST Amendment Act 2018 W.E.F 01.02.2020.
Now RCM on purchase from URD ( Section 9(4) ) is applicable only on Notified Goods purchased by Notified Persons. For Example : RCM is applicable on Cement, Capital Goods purchased from URD by the Promoter ( Developer ). It's a Notified Case.
