What is the date from which reverse charge on supply made by unregistered person. please give notification number and date.

URD person means who is that..? What is his supply...?

Generally :-

Sec 9(3) related rcm applicable from 1st July-17...
Sec 9(4) read rcm applicable from 1st July-17 to 12th October-17. From 13th October the said rcm not applicable...

In current scenario some of the notified supplies atract rcm eg: security services and developers related activities.

So, better to give the supply details against Your query...

Section 9(4) of the CGST Act 2017 was amended vide CGST Amendment Act 2018 W.E.F 01.02.2020.

Now RCM on purchase from URD ( Section 9(4) ) is applicable only on Notified Goods purchased by Notified Persons. For Example : RCM is applicable on Cement, Capital Goods purchased from URD by the Promoter ( Developer ). It's a Notified Case.
