Is reverse charge applicable on supply of labour to construction co.

no not apply. ( assuming urd supply to rd tll 30/06/2018 as per GST cuncil meet)
no reverse charge is not applicable on supply of labour to construction co as it doesn't come under specified services on which reverse charge is applicable.
If you are recovering labour Service from URD then construction co who received the labour Service have to pay GST @ 18% under RCM
