Is compulsory to file the income tax return like if assessed filed two year return Bec he is liable for the tax liability as assigned by the deptt. But in f. Y 16-17 assesse income in low as compare to limit 2.50 lac. So what to do?

nil return is to be filed by the assessee even there is no tax liability for the FY 2016-17.
