return filing date extension apply to regular return filers also. if so will they get refund if they have field after. 31st august with fee under sec 234 F

In current scenario the Extended Due date applicable to Tax Audit Cases only...
But,
Other than Tax Audit cases like Who is filing required 31st July 18 ,Theirs date is extended to 31st August 18 (date is also lapsed). The said category Taxpayers will be file after 31st August then sec 234F is levied...
