The new rules regarding restrictions on transfer of articles seems to be absurd and restrains various provisions of the Constitution of India.According to Article 19(1)(d) of the Constitution every citizen has the right to move throughout India.Then how come these members of the ICAI decide in such a fashion that the students are not allowed to move anywhere in India.Are they above the Constitution of India?Are legal practitioners not seeing this?
