Please let me know about any such proposed changes

as far as i know there isn't any such restriction on transfers.

There is proposed regulation acc. to which an article cannot change his CA within the same city. he has to present strong reasons for termination. This is to curb the frequency of terminations ............

No restrictions on transfers.
