Responsibility of EWay bill

Sir,

I have facing some problem against e-way bill.
consignor and consignee both are register person. Both denied to prepare way bill.

my question is who's responsibility to prepare e-way bill and increase day if required.

Please suggest as early as possible.

The prime responsibility of generating the Eway bill on the person who causes the movement of Goods that is generally Consigner . But transporter is also responsible for generation of of Eway bill and it updation in case of expiry or vehicle change because eventually his vehicle will be siezed at first place.
