Dear Sailesh,
If you read section 80IC, it clearly says that there are certain areas e.g. Uttranchal, Himachal Pradesh etc. where if you set up a new undertaking then you get 100% deduction under Income Tax Act for certain years.
As a CA, we have to give a report in Form 10CCB.
