can write letter to FM for request you to allow permission for amendment gstr1 2018-2019 year before filing annual return . some client are facing this issue

No, you can not do amendments now, as the due date for amendments for F.Y 2018-19 is already passed..

Can you request letter to FM ASKING FOR PERMISSION TO AMENDMENT 2018.2019, BECAUSE ANNUAL RETURN FILLING TIME IS NOT COMPLETED.
