Assessee is liable for tax audit but not having tds registration .
In this case all payments were made without deducting tds .
Can we Disallow all the Payments ?

Yes 30% will be straight away disallowed
If it is first audit applicable than no need to deduct tds, but for this year he has to obtion tds registration
