One person sells interstate sales of which they claim concession tax rate on the basis of C Forms....
But the purchaser was not issue C Forms to the seller...
Now SCN issued to seller by VAT officer for produce of C Forms or pay difference tax ...
Is there any possibility to issue C forms by purchaser after expired of 1 year ...
or any legal proceedings will taken or not?

C form collection is mandatory or else department will not accept that is an interstate sales, receiver in that particular state can easily generate C forms even now
insist them to provide c forms

Depends on state in which you want to generate C forms, In case of AP and telangana still option is there for earlier years and not sure with other states
