if I pay freight to register dealer if he interstate Transporter can I pay RCM in IGST head but Composition government utility show CGST SGST

it depends on the origin and place of supply .
if you both are in the same state and tranportation is with in the state then there will be CGST+SGST.
if you both are in the same state and tranportation is with in the state then there will be CGST+SGST.
