Registration with gst

Dear Friends / Experts,

Please guide me on the following, IF POSSIBLE:

The Registrant was supposed to register with Service Tax but failed to do the registration.

Query

Can the Registrant directly register with GST without registering with Service Tax even though there was a service tax liability?
