I in Individual capacity want to organise Events in India for dentists & dentist student. can any one tell me wat Licenses i have to obtain and what are the registration i have to do for organising it. And the lecturer will be foreign citizen , i have to make payment in foreign currency so whether FEMA rule will be applicable.

Broadly you will have to comply with the following Acts :-
Income tax Act for deducting TDS to the Professional who will be giving lectures.
Profession Tax Act for your organization.
PAN card is must
Service Tax act (depends upon the facts of the case), there could be reverse charge mechanism
MVAT (depends upon the facts of the case)
FEMA ( i dont deal in it, so cannot comment about that)

Do you have any idea about licenses like Police or BMC i have to take ?
To the best of my knowledge the seminar is for professionals and should be in any hall or auditorium or hotel conference room or inside school or college so it does not attract any police permission or BMC. it is usually required for say festival function like dandiya or ganpati festival etc. So go ahead with it and all the Best.
