Please tell me that if a jaggery trader is selling more than 2 crores and he also sale inter State, then he will have to register in GST or not

In my opinion, jaggery is not to be considered as "Agriculture Produce" to become exempted product. Hence, gst shall be levied on the same and you have to obtain registration for the same. Not only that, as your turnover exceeds Rs.2 crore, you have to do GST Audit compulsorily.
