There is no any registration is required for MEIS benefit only you export of the good and counties which are eligible for MEIS benefit as per Foreign Trade Policy

You export the goods which are eligible and the Countries to which export are eligible for MEIS benefits are per the Foreign Trade Policy

NO you have to obtain IEC and RCMC after which you are eligible for MEIS scheme I think

Agreed with the both Expert ........

AFTER obtain IEC, EVERY SERVICE PROVIDERS, EXPORTERS ARE ELIGIBLE TO DO START THEIR BUSINESS (EXPORT / SERVICE PROVIDE) Then RCMC WILL be Mandatory for applying the DGFT various import export licencing schemes.

Further on the other hand, Every exporter must feed their AD CODE in Custom @ then after when they received the Remittances and then Bank issue the eBRC THEN AFTER can take DGFT schemes.

AND need to submit the docs. @ dgft regional office

Further Refer to Exim Policy 1997-2002 para 13.2 "

An exporter desiring to obtain a Registration-cum- Membership Certificate (RCMC) shall declare his main line of business in the application which shall be made to the Export Promotion Council (EPC) relating to that line of business. However, a status holder has the option to obtain RCMC from Federation of Indian Exporters Organisation (FIEO). The service exporters (except software service exporters) shall be required to obtain RCMC from FIEO.

In addition, an exporter has the option to obtain an RCMC from FIEO or any other EPC, if the products exported by him relate to those EPC's. If the export product is such that it is not covered by any EPC, RCMC in respect thereof may be issued by FIEO.
