Regarding way bill

Yes, you need to issue the Waybill while purchasing the materials from Telangana.

With refere to the abov mail, i want to inform that we are not purchasing any material from Telangana, we are receiving material from Telangana for job work process, after the material recevied we do reprocess the material and send the same material to the parties from whom we received, here the case is that  we are not doing any purchase or sale  to telangana parties, we are just doing reprocess work to  their material for that we are charging some charges, thats all, so in this case do we need to give way bill when  they are sending their material for job work and after completion of reprocess we are sendig their material to them.

Are the companies in Andhra and Telangana the same company or different companies.

Well in that case you can consider it as stock transfer in both the cases of sending raw materials and receiving finished goods.

You have to submit Form "F" as a proof for the same.

Refer to the above mail its not stock transfer sir, We are ABC company in Andhra Pradesh do reprocessing work, and some XYZ co. from Telangana is sending theri material for Reprocessing to us ABC Company in Andhra Pradesh, so in this case when the XYZ Copmany(Telangana) is sending their material from for reprocessing work  to ABC Co. in andhra Pradesh than do ABC Co. in Andhra Pradesh  need to give way bill.
