Regarding registration for ca final
I have completed CA ipcc, and my final attempt is due in November 2017, so when should I register for final? which syllabus will be applicable for me? The old one or new( in which isca is excluded)???

You need to register atleast 6 months before the exams
Syllabus applicability depends on the decision of the ICAI since the new syllabus is not yet finalised by ICAI.
If once new syllbus is finalised then applicability period will also be decided by ICAI
