Sir, I am an small business man having gross turnover Rs 15 Lac PA, sir may I have liable to file the annual return of Gst

No it's optional for taxpayer whose Aggregate turnover is below 2 crore pa.

GSTR 9 is optional but you should make sure that values auto-calculated by GSTN in GSTR9 matches with what you have reported in GSTR1/ GSTR3B/GSTR2. Else in future you may be liable to pay the difference if values are higher.
