I have cleared my ca ipcc in nov.2016 old scheme and convert for new scheme in 2020
Am I eligible to take advantage of exemption in paper 8 in inter grp2 new syllabus. After 3 years of conversion for nov.2023 attempt

Exemptions typically expire after three consecutive attempts. Since you converted from the old IPCC scheme several years ago, it is highly likely that any exemption from that period has lapsed. You should log in to your ICAI SSP portal to check your current status or contact ICAI support for official confirmation regarding your eligibility for the current syllabus.
