is it eligible refund claim against tax paid through itc on outward supplies to sez or is it only eligible on when tax paid through cash.

Yes, You can claim Refund of Goods Supplies to SEZ with payment of tax. it doesn't matter whether you paid IGST liability in Cash or through ITC credit.
So, if paid through ITC than also full refund available.
