Refund application rfd01

The refund application was applied three times by me for exports of goods without payment of tax... Via form gst rfd 01with all supporting documents... But the officer issued deficiency memo rfd 03.. I go and ask directly to the officer why you have issued deficiency memo sir as I attached all documents and further you need any additional documents I'll give you... But the officer said read rules and then file... But i read all rules and applied.. In this situation some one pls suggest me what shall I do furtherly
