Reconstruction of house, not new construction

A person has a house property which self occupied, he reconstructed the house after submitting the legal papers with municipality. For this property, he is paying regular municipal tax also. He reconstructed the house using unaccounted money, then whether municipality will report the said person reconstructed the house ??
