Receipt for rtgs transaction

I have a temporaty contract with one govt agency from whom I am likely to receive frequent payments. On account of my first payment being above Rs.1 Lacs, I submitted ECS form duly signed to the Office for transfer of funds directly to my bank account. But On account of delay in transfer of payment to my bank account, when I inquired from the Govt Office, they demanded receipt in advance for funds to be transferred to my account through RTGS . ,  So let me know , does it make any sense for a receipt when funds are being transferred through RTGS. / NEFT.
