Have patience and do not get irritated with petty stuff in life. The situation is same in most part of India where the Institute office bearers would not attend the call or be able to give definitive answers sometimes.

When you have the online option to submit your exam application form, you could try that route right. Anyways, the online application of forms should be available in coming days, including physical form.
