whether rcm to be payable by composition dealer on purchase from unregistered dealer

RCM not applicable from 13th October 2017 to 30th June 2018. It's also applicable to Composition Dealer...
I would like to add one more point to this that the composit dealer cannot avail ITC on rcm done
