Rcm on registered security services provider

Hello 

As per the notification No. 29/2018- Central Tax (Rate) GST is to be paid on reverse charge basis for Security services (services provided by way of supply of security personnel) provided to a registered person. But should it be paid even if the secrity service provider is a registered person ??
