My client is paying Diamond certification charges as Import of services, RCM applicable ?

Under section 5 (4) of IGST act suspended right ?
yes same is suspended 'till 30 june...
Yes as per Noti. 10/2018 CT (r), Sec. 9(4) deferred til 30/6/2018
in my view RCM applicable as per notified list under section 9 (3)
No Jagdish Ji its inward services from URD ,. so under 9(4)
same is covered u/s 5(4)
but under 9(3) it is mentioned
