from when did the GST on RCM basis is applicable on freight payment to transporters in Madhya Pradesh...????

It's applicable on GTA services:As per 9(3) RCM is applicable on specified services on which GTA covered. So, if transporter is GTA RCM is still applicable.

If Tranporter is GTA , RCM on payment to same is applicable from day 1 , (1/7/2017)

it means freight paid by courier agency to the GTA for transporting the goods (parcels ) is covered for GST on RCM basis...
