Rcm on consultancy expense under gst

Any Consultant providing Consultancy to a company will fall under RCM in GST? Do the recipient Company need to pay the GST on Consultancy amount?  P.S. Consultant is an Individual and unregistered.
 

And Travelling expense reimbursement to employee?Is GST applicable under RCM?
