RCM OCEAN FREIGHT

 Is it required to pay RCM Charges on OceanFreight on goods imported on CIF basis and having already paid IGST Including CustomDuty on Total CIF value against particular Bill of Entry.

@ Amol, I think you are right and no need to pay RCM charges as you have paid IGST and CD on ocean freight also. In our case import was on FOB basis and we have paid IGST and CD on assessable value which always includes ocean freight. Besides we have also paid CGST and SGST on ocean freight to our clearing agent.Of course we claimed ITC for both. Hope we have not done anything wrong.

In my view if at all we need to pay RCM it will be Double taxation , but according to Notification no 8/2017 IGST these services are under RCM, so even I am asking more opinions on this
if we treated this as import interstate supply and pay igst is it eligible for itc, as in gstr2 its shows as ineligible for itc credit
@ Amol, ocean freight is added to arrive at the assessable value.on which IGST and CD are levied. @ Deepak, IGST is in place of CVD which was available as credit even in earlier régime, of course for CENVAT registrees. It is equivalent to central excise. Now that in GST, excise is subsumed in IGST, it should be eligible for ITC.
igst paid under rcm which is 5% on CIF value ref. notification 8/2017 and 10/2017 dt 28th june 17. while adding this details into GSTR2 treated as ineligible for ITC. one more qustion can we take ITC of igst paid under rcm on unregiatered dealer.
@ ShankarG this issue should be raised at higher level, think they will redress in meeting of 10th this month @ deepak add details in Table 4B and make sure POS
