RCM in GST
In case of consultancy services if service provider is unregistered and he claim his fees then service receiver can bound to pay through RCM GST or not ??

Consultancy not covered in RCM except advocate
that means straight way we can treat zero IGST claim or payment.
Here no GST payment because service provider is unregistered tax payer
