My client is registered with central excise before one year, but returns are not filed as excise was not actually applicable to him. Can we surrender Central excise RC without filing return?

Dear sir
Please log on to aces.gov.in and surrender your registration online first.
Next step would be that, please submit originally issued RC to superintendent.
Normally, an assessee who is registred under central excise requires to file the returns even if he do`nt have excisable turnover and liable because he registered with the department.
In this case, you could have filed NIL returns. However, now not filed you could request superintendent for waiving penalty.
