rate of gst on Mono cartons

I am not agreed with Vinay Garg, as per Notification 1/1-2017 dt.28-06-2017 under chaper 4819 only Cartons, boxes, cases of Corrugated paper & paperboard is under 12%, whether mono cartons are not corrugated, its mostly non-corrugated, so as per my views if cartons and boxes are corrugated then it will come under 12% otherwise if its non-corrugated then you should charge 18% rates for others.

This has also been published in the FAQ section of Hindustan Times English Daily on 3rd August 2017 that Corrugated Cartons will be charged @ 12% and Non-Corrugated Cartons will be charged as Residual Items under S.No.453 for @ 18%. As in the attached Notification it has been clearly mentioned that Only Corrugated Cartons and Boxes are under 12% head and its understood that if any items are not mentioned then it will be charged under Residual head @ 18%
