Question on excise

Please solve this below question A, a manufacturer makes fabric and B another manufacturer makes cloth from that Fabric. Between them there is an intermediary party X who doesn't want that A and B should come in direct contact with each other. So, he (X) purchases fabric from A and sell it to B. Now how could he transfer the Modvat credit of Excise to B?. He cant take the help of First Stage Dealer since the invoice of First Stage dealer clearly lists the Name of Manufacturer (A in our case) from where the FSD is buying the goods and the name of seller (B in our case) to whom he is selling it. Advise the client (X), which path he should follow (be it in Excise, or Sales Tax Act) so that the B (manufacturer of Cloth from Fabric) should get the credit of Excise Duty paid on manufacturing of Yarn, and A and B doesn't come in direct contact with each other.
