my client is a proprietor of a small business. He has 2 employees each paid 312000 annually (and no other income) now its evident that he cannot deduct TDS as average rate would be 0.
So my question is whether employer is required to obtain TAN no.?

Does proprietor's turnover exceed INR 1 crore (for business) or INR 50 lakh (for profession)? If yes, then he should obtain TAN since there are other payments on which he needs to deduct tax
