Query regarding joint account

Hi all, I have a joint account and a primary account holder in a nationalized bank with family members to manage common expenses. One of the account holder is a top executive of the same bank. He had given instruction to the branch not allow debits more than X amount and all credits to be allowed and signed mentioning his position in the same bank.

My queries are:

1. Can other account holders set withdrawal limit in Joint SB account?. Is it legal?

2. Can he sign with mentioning his senior position  when giving such instructions?. Would this not be minuses of office?
