can anyone please help me with the accounting treatment in same case if end user is also a manufacturer. so the link will be manufacturer selling good to trader with excise invoice, further trader selling goods to manufacturer with commercial invoice. how end manufacturer will account with cenvat?

CAN SUCH ACCESSEE PURCHASE BRASS SHEET AND SALES THE SAME WITHOUT BRINGING RAW MATERIAL(WITOUUT AVAILING CENVAT ON SUCH INVOICE) TO ITS REGISTERED PREMISES AND RAISED RR SALE BILL WITHOUT CHARGING EXCISE DUTY
