Further to the query raised by you and various views expressed by our caclubindia members, why don't u try approaching income tax ombudsman. I am confident that ur case fall within the grounds laid down in clause 9
of the Income Tax Ombudsman Guidelines 2006. In case if u need the full text of guidelines u can send me a request mail & i will suitably mail it accross.
