can an individual assesee file itr u if his/her net total income below 500000 and adjusted against rebate u/s 87A. and tax liability is nil

Yes, ITR U can be filed even if income is less than 5 lacs

Additional tax liability u/s 140B will be applicable even if the income below 500000 and adjusted against 87a
