Query for CPE Credit requirement period extended

I am confused... Please help..

The text of the annoucement issued to extend the time limit for CPE Credit Requirement says "to extend the  CPE Block period of 3 years ending on 31st December, 2010"

So my question is:

"if together in 3 years I am fulfilling the requirement of 90 hours.. but say in last year i.e. 2010, I couldn't fulfill 20 hours yearly requirement. Can I take the benefit of this extneded period of 3 months ? or the extension is only for those who were not able to fulfill 90hours(in 3 years) requirement because the extension is for the block of 3 years ?
