Write to the AO of the payee and TDS AO of the payer with a copy of 16A. This is the only option. Was the ITR filed in physical format or onlline.

The deductor has to upload his TDS returns for it to appear in deductee's 26AS.

If TDS is not reflected in Form 26AS, that implies that the deductor either didn't file the TDS return or the TDS return is filed incorrectly. Hence, the deductor has to file a corrected TDS statement. Only then the TDS will be reflected in the Form 26AS. Also the Income Tax Department has clarified that only the TDS (and also other taxes paid), which are reflected in Form 26AS shall be taken into account.

So the only option available for you will be, to request the deductor to file Corrected TDS statement(s).

Is there is any provision if the TDS is not reflected in Form 26AS then by submitting form 16A we can clain exemption for that in IT return

ITO and CPC go oly by 26AS. So no other means of getting the credit, it has to appear in 26AS. Form 16A will not be helping you
